US CUSTOMS 24-HOUR ADVANCE MANIFEST FILLING RULE
The manifests for all ships calling US ports are to be filled 24 hours In advance of loading for department from a foreign port. This Includes US Inbound cargo and foreign cargo remaining on board.
 
Required Information

In order to comply with the 24-HourRule, Shippers Exporters will be required to file the following points of information for each shipment to their Ocean Carriers, a minimum of 24 hours in advance of loading.

 


 

Shipper’s description of numbers and quantities for entry in the carrier’s ocean bill of lading. Containers and pallets are not acceptable manifested quantities. For example, a container containing 10 pallets with 200 cartons should be manifested as 200 cartons.

First foreign port where the carrier takes possession of the cargo destined to the United States.



 

A precise description ( or the Harmonized Tariff Scheduls number to the six-digit level under which the cargo is classified ) and weight of the cargo or, for a sealed container, the shipper’s declared description and weight of the cargo Generic descriptions, specifically those such as “FAK-Freight of all Kinds,” “General Cargo” and “STC-Said to Contain” are not acceptable. Other general descriptions such as “Chemicals” or “Foodstuffs” are also not acceptable.

Shipper’s complete name and address, or identification number as provided for entry in the carrier’s bill of lading.


 

Complete name and address of the consignee or the owner or owner’s representative or identification number as provided for entry in the carrier’s bill of lading. “To Order” Bills of lading must identify the name and address of the consignee in the United States.

Vessel name and Carrier assigned Voyage Number.
Foreign port where the cargo is loaded on board.
Internationally recognized hazardous material code when such materials are being shipped.
Container numbers.
Seal numbers for all seals affixed to containers. Containers that are not sealed will not be accepted for loading.
 

If the required information is not received in time for the Ocean carrier to be file the Advance Cargo Declaration within the prescribed time, containers will not be loaded on the intended vessel and the Carrier will not be liable for any damages. Any penalities for non-compliance will be for the account of the shipper. These may include not only those in respect to the particular non-compliant cargo, but also associated costs including those arising out of vessel and other cargo delay, investigation, remediation and deviation.

The Shipper / Declarant fully indemnifies the concerned Carrier, the ship, the NVOCC. Fright Forwarders, the custom House Agent against any and all consequences, claims and expenses, including legal coasts, arising out of any discrepancy, error, misdeclaration of whatever nature in the particulars declared in this document and / or arising from the U.S. Customs declining permission for either these goods to be loaded on the ship or the ship or for these goods or any part.
